Originally tagged for deletion with ((di-disputed fair use rationale)) with the concern "Highway code article does not need an image for people to understand what it is, In any event the image should be the most recent edtion." The deletion was disputed, and this discussion ensued. Basically, a freely licensed edition of the cover already exists in Highway Code, and the presence of a non-free cover that does not increase the understanding of the articles seems unjustifiable, but another user disagrees. The result of the discussion was: Wrong forum. The file is on Commons, but a local image description page exists. If you are wanting the image deleted, please nominate it for deletion on Commons. Three reasons: (1) The underlying source is not a WP:RS, (2) the source uses the phrase "might have been used" which does not inspire confidence, and (3) I have read all the relevant scholarly works I can find on the subject and none of them refer to this flag (e.g. Philip Khoury's "Syria and the French Mandate", Michael Provence's "The Great Syrian Revolt and the Rise of Arab Nationalism" and Daniel Neep's "Occupying Syria under the French Mandate").
