The file is simply being used for decoration. It's no longer in Government of New York City - and in Mayor of New York City, it could be replaced with an image of any inauguration - it serves no unique educational purpose there. Elli (talk | contribs) 11:51, 31 May 2021 (UTC)
The result of the discussion was: I really don't think this is going to be deleted on Commons. It's a flag from 1850, and per Bridgeman Art Library v. Corel Corp., we know that 2D scans of PD material are not eligible for copyright. According to Summary, this is an unofficially converted non-free SVG logo from the deleted File:Worldcrest1957purple.png. Per Wikipedia:Non-free_content#Multiple_restrictions the .png file should be restored and used instead of this .svg in question. Wcam (talk) 13:16, 31 May 2021 (UTC)
