A scan of a newspaper would be a derivative work, the copyright retained by, in this case, the photographer and/or the Wheeling News-Register. No evidence the News-Register has released the image under GFDL. Эlcobbola talk 01:31, 3 October 2008 (UTC)
In Wikipedia:Templates for deletion/Log/2008 September 24#Template:CoS-IRS, it was decided that ((CoS-IRS)) because it made the false assertion that IRS documents are public domain (see also commons:Commons:Deletion requests/Template:CoS-IRS). This was posted at WP:CP, but as we don't handle images there anymore I am bringing it here for consideration, with the permission of the tagging editor. Rationale immediately to follow Moonriddengirl (talk) 22:44, 3 October 2008 (UTC)
[Despite PD tag, it appears to be a video or TV frame grab (note black border and "ringing" at left]. Janke | Talk 07:10, 3 October 2008 (UTC)
The contributor who tagged this article suggested a look at the uploader's history, and there seem to be a bunch of these. --Moonriddengirl (talk) 22:52, 3 October 2008 (UTC)
I agree with Janke. The left side of the image makes it clear it is a frame grab. Seems like it should use the ((Non-free television screenshot)) tag. However the user claimed it was their own work so unless they created (Directed/Produced) the TV show, and own the copyrights on it, the frame grab is from it is a copyright issue for sure. Soundvisions1 (talk) 23:00, 3 October 2008 (UTC)
Even if the user redesign it hirself, it still copyrighted to the original company. Orphaned. OsamaK 22:48, 3 October 2008 (UTC)
Looks an old image, cannot be the uploader creation, no source. OsamaK 22:52, 3 October 2008 (UTC)
It does not look like author's creation. Mostly it is analbum cover, or a poster. OsamaK 23:18, 3 October 2008 (UTC)
