Only a textual description of the image is in the public domain. This image is protected by copyright per Commons:COM:COA#Copyright on the representation. We should be able to keep it here as fair use until that does happen then. Otherwise every Canadian government article here would have a maple leaf as its only logo. We have many logos that are public domain because of Threshold of originality and ripped from the net. Logos below the threshold of originality are another issue. Those logos are in the public domain despite some uploaders tagging all uploaded logos as unfree.
