The redirect should be deleted and replaced by an article describing the top kill procedure. According to this BBC article, the top kill is a procedure which "has been carried out many times around the world" so it is in no way specific to the Deepwater Horizon oil spill.   • PS. The RfD instructions, second paragraph, Note: If all you want to do is replace a currently existing, unprotected redirect with an actual article, you do not need to list it here. Turning redirects into fleshed-out encyclopedic articles is wholly encouraged at Wikipedia. Be bold.
