Abu Hena Morshed Zaman is Bangladeshi civil servant and secretary of the Ministry of Posts, Telecommunications and Information Technology.[1][2] He is a former secretary of the Implementation Monitoring and Evaluation Division.[3] He is a former director of the Central Medical Stores Depot.[4] He is a former deputy secretary general of the Bangladesh National Commission for UNESCO.[5].
Zaman has held various administrative roles within the government, including positions like Additional District Commissioner in Dhaka and District Commissioner in Faridpur and Narshingdi. [6] He was the Additional Deputy Commissioner (General) of Dhaka.[7] He was appointed Deputy commissioner of Faridpur District in October 2013.[8][9] He was serving as director of the Prime Minister's Office.[8] He oversaw the burial of Abdul Quader Mollah in December in Faridpur District after he had been executed for war crimes.[10] Zaman was appointed Deputy Commissioner in Narsingdi District in 2014.[11] At a conference chaired by Zaman, where Minister Syed Mohsin Ali warned journalists about online reports.[12]
In May 2017, Zaman was the Director of Monitoring and Enforcement of the Department of Environment where he led raids against illegal polythene factories.[13]
In May 2020, Zaman, then deputy secretary general of the Bangladesh National Commission for UNESCO, was appointed director of the Central Medical Stores Depot replacing Brigadier General Mohammad Shahid Ullah.[14]
Zaman was promoted to Secretary in October 2021 and made the Secretary of the Implementation Monitoring and Evaluation Division.[15][16] At the Division, he supported Deputy Commissioners monitoring development projects in Bangladesh.[17] He oversaw the Rooppur Nuclear Power Plant at the Division.[18]
In August 2023, Bangladesh Post Office under Zaman launched special edition stamps featuring Sheikh Kamal.[19] He is the chairman of the board of directors of TeleTalk.[20] In September 2023, he received an offer from Bashundhara Group to buy a stake in TeleTalk.[20]
He is the chairman of the governing body of Motijheel Ideal School & College.[21] Justice Zafar Ahmed and Justice Md Bashir Ullah of the High Court Division summoned Zaman over not including Anisur Rahman in the governing body after he had secured a High Court verdict in his favor.[21] He was also the President of the managing committee of Abujar Gifari College.[7]
In his professional journey, Mr. Zaman has undertaken several foreign training programs, including those in the United States, Australia, Canada, Thailand, and South Korea. He actively participated in seminars and workshops related to UNESCO and ISESCO. Additionally, he has traveled extensively for official purposes, representing the government in various capacities.[22]
Born on October 24, 1967, in a Muslim family in Chittagong, Mr. Zaman completed his undergraduate and postgraduate degrees in Political Science from Chittagong University, securing top positions. His academic achievements include being the best debater at Chittagong University and winning accolades for literary and cultural competitions. Mr. Zaman is also known for his involvement in the UNICEF-sponsored National School Debate Competition and has authored popular writings, including the widely appreciated essay " Amar Bondhu Gyani Tail Singh."[23]
In his personal life, Mr. Zaman is married and has two children. His wife is a medical professional, and his mother, Dr. Dil Afroze Begum, served as the Principal of Haji Muhammad Mohsin College in Chittagong before retiring.[24]
