I believe that should be restricted to person, singular.
These pages are all Redirects with possibilities. I believe they should all be possible biographies. (It should be true that) each of these redirects may properly be placed in substantial biographical categories such as any of the Category:Births by year.
The four small subcategories are valid in this sense. The one big subcat Redirects from members shows that a great deal of maintenance is lacking --"needed" in one ordinary sense-- because it contains many pages that represent impersonal things: After-dinner drink; Assistant Secretary of Commerce for Market Access and Compliance; Barnard College alumnae; Cuckfield Rangers. At a glance I see no listings of plural "persons" pages.

with some explanation by parameter e0 or e1. --P64 (talk) 19:10, 28 June 2015 (UTC)Weeks or months ago, i added many personal redirects to category Victims of the Virginia Tech shooting, and diffused them from some article categories to that one. This week I created parallel categories for victims of three other mass shootings in the U.S., so there are four that I know.
Three of these categories are complete for fatalities in the mass shootings and none includes a page representing any non-fatal victim; I suppose that pages were created systematically for fatalities only. Sandy Hook is not complete for victims killed in the school shooting; four of the first-grade students are not represented, evidently because their pagenames would need disambiguation (Charlotte Bacon, Jesse Lewis, Jack Pinto, Benjamin Wheeler).
All 79 [72] of the redirects [among 79 pages] in these four article categories have been diffused from the relevant article categories such as Deaths by firearm in Virginia and People murdered in Connecticut. All remain in this category because we have no relevant redirects subcategory such as {Redirects from victims}, broadly, or {Redirects from fatalities in mass shootings}, narrowly.
This winter and spring I visited all of the pages in this redirect category and removed/diffused more than half of them (see above). The 79 redirects discussed here evidently represent 40% of the pages that remain here (210 as i write). Several other pages represent murder victims, but no victims of mass murders if i recall correctly. --P64 (talk) 19:04, 28 June 2015 (UTC)
