Domestic cup

All 11 ISL teams would automatically qualify for the domestic cup while the remaining 21 teams will come from below. The six conference winners from the I-League automatically qualify (making the number 17) while the top team that does not make it also qualifies (making the number 18). That leaves 14 spots left. The 11 teams that failed to qualify in the I-League will go into the qualifiers where they will face I-League 2nd Division and state leagues sides to determine the other 14 domestic cup teams.
