Hey, WP:NOTAFORUM really means that it's just not something we discuss on Wikipedia, in terms of what we think about X or Y as opinions. Talk is for discussing the article itself and how to improve it, as well as resolving content disputes, not for just acting as a general forum for our opinions about various issues in the world today. You will probably have to look elsewhere for substantive discussion on whether or not Libya should hold a referendum on the matter in question. Hope that helps.
