Some articles with limited content are important and need to be expanded and protected (see entry above)
Some articles with limited content cannot be verified, developed, expanded, or supported with references
There is an unlimited amount of languishing content that fails to make progress (some with potential, some with no value)

I am not the arbiter of good or bad content, nor do I want to be.'

poor quality articles have been flagged by others as wanting and then are not improved over the course of years; the articles languish without progress
some poor quality articles by nature cannot be verified, developed, expanded, or supported yet those bad articles are sticky
some percentage of poor quality articles are gems in the rough that can be improved, but are languishing for years
118,000 articles are known to have multiple issues
135,000 articles with no sources - and thus can say just about anything

Just an impression on my part that there is something that makes "bad content sticky." A guess might be the need to protect content on a general basis so its not lost forever, the volume of malicious edits/editors/vandalism, there are too many incomplete articles and few editors to improve them, and the use/misuse of automated administrative tools that discourage good faith editing.

My initial suggestion (as a new editor) would be to have an "administrator," or a working group of administrators, review "multiple issue" entries that have languished for years as to sort them for discard or improvement.

As a new editor it does not matter to me at all if "sticky bad content" exists. I will either seek to improve the information I run across and let the "sticky bad" information remain. Deep down though, I want "the customer" to get high quality information at all times; with bad information being worse than no information (but that is just my/an opinion)
