You left just a bit too early. I got a response.
When I went to my preferences under the "editing" tab and removed the checkmark from the box that says:
[ ] Temporarily disable the visual editor while it is in beta
then did a hard refresh when editing my user page, I got the "switch to visual editor" pencil icon again. Please check to see what you've done in your preferences. Also note that the VE is (for whatever reason) not available on talk pages, but you should have it available on regular article pages, drafts, and your user page. There's also a preference for requesting that you always be presented with the visual editor.
But if you've checked your preferences and still don't have the icon, some more detailed investigation will be needed. — jmcgnh(talk) (contribs) 06:32, 24 February 2020 (UTC)
