You cannot. You claim this account was compromised. See WP:COMPROMISED. If you wish to create a new account, you'll need to convince us you understand WP:SPAM and WP:NOTADVERTISING and can explain why the early edits with this account were inappropriate. Hello @Yamla: sorry for the ping. I’m here after this user told this on the Help Desk of the Turkish Wikipedia. Very shortly summarized, he says that Ayla Mirzezadeh and Mr.Memmedov are his cousins, whom he shared an IP with. I know that per WP:COMPROMISED (and per common sense) that this isn’t an acceptable excuse, but the user has made some positive contributions to the Turkish and Azerbaijani Wikipedia, which suggests that the user has indeed changed and understands some policies (at least on the those projects). ~Styyx ^{Talk? ^-^} 15:17, 20 April 2021 (UTC)[reply]

@Yamla: Hello. I looked at your reasons for blocking. Apparently, the reason for my ban was advertising. I was creating album and singles pages to create the dichography of the Azerbaijani singer Aygün Kazımova. Please see the pages I created. The resources I give to the pages I create may not please you. The reason for this was that there were not many sites in our country in the past, nowadays the sites are starting to use aktiv. If my unblock is removed, I will correct the mistakes I made in the page I will create. I'll add resources from more trusted sites now. maybe I had a hard time obeying the rules about the pictures. I learned about these mistakes at az.wiki and tr.wiki. I want to say something about my cousins and they can't use this IP-i. I am also creating pages in az.wikipedia and tr.wikipedia.
