Weak keep - yeah, it's probably a bit WP:TOOSOON but it's only 6 months away (January 2014). The country is ready, accommodation is being built and tournament executives are visiting the country to make sure everything is going according to plan. At this point, even it it were cancelled, the cancellation itself would probably be a note-worthy event in its own right. I wouldn't object to it being userfied for couple of months but it really won't be long. Oh, and I don't think it fails WP:GNG, on the basis of the sources I listed above.
