Under WP:BIO it says that a politician must either be "Political figures holding international, national or statewide/provincewide office or members of a national, state or provincial legislature" or "Major local political figures who receive (or received) significant press coverage". Manchester City council is not a legislature and no evidence has been provided that there is significant press coverage for this figure. Are councillors on substantial councils inherently notable?
