The subject is a lawyer, currently serving as a judge in the West Virginia Intermediate Court of Appeals - that is not a role that would make one inherently notable, so we are looking at WP:GNG. The only secondary sources in the article look like rehashed press releases, recording the fact that he was given the '2021 Legislative Staff Achievement Award' - not a notable award.
