Procedural nomination; this was proposed for deletion with a rationale of "Unsourced fancruft, no out-of-world notability". I've declined the PROD, as the four other-language versions, particularly the lengthy Polish one, makes me think this is potentially a genuine cultural phenomenon that just isn't well-covered in English-language sources. (He appears to have been enough of a staple of Polish culture that at one point there was a museum dedicated to the character.)
