No, a clerk to a county council was the official, usually a qualified solicitor, now known as the chief executive of the county council. A town clerk performed the same function in a city. "Clerk" was often used in the title of senior officials in the British Civil Service too. But the fact he was knighted is what clinches it. That's quite an honour.
