IDK why this is even an article? It doesn't even have a corresponding Spanish article. Maybe some of this could go to Wikisource? I don't know. No sign of notability in any way. - Delete: as a long-time resident of Colombia, I know that every departamento (state), every city, and even some towns have their own local "national anthem", which is what this is... for those outside of the country, it's just something Colombian mayors and governors feel very passionately about, that every place needs its own anthem. But the notability outside of the city or departamento is zero. The nominator is a Colombian himself, so he will know just how little notability these anthems have outside of annual parades.
