Delete: While the nominator omitted any nomination reason, it's not hard to figure out it's probably the usual GNG failure for lack of significant coverage. I don't think the non-FCC sourcing for this stations goes far beyond this listing of the station's 2005 license-only sale, which wouldn't exactly fall under SIGCOV.
