I believe the subject is barely notable. This person was candidate in a hotly-contested an election in which he came a long way behind the 2 front-runners - in other words, he was an 'also-ran'. The references are but trivial mentions or election coverage. While he may just escape disqualification under WP:BLP1E for being Chairman of a transporters' lobby group, I do not believe the group itself fulfills WP:ORG.
