Notability questionable. Article was created by user Perez-franco. The only sources showing up are a paper and self-published book by Roberto Perez-Franco. The paper is apparently unpublished - the article's only claim to notablility is winning an IEEE Student Paper Contest for Latin America, but IEEE Xplore fails to show up any published paper Spinning Spark 20:30, 20 July 2013 (UTC)[reply]
