OriginalJohn Henry "Dick" Turpin was one of the first African American Chief Petty Officers in the U.S. Navy. He is also notable for surviving the catastrophic explosions of two U.S. Navy ships: USS Maine in 1898, and USS Bennington in 1905.

As said last time: While I don't think the photo is perfect - it looks to me like his head moved very slightly - it's also a fairly iconic image of him, compare, say, [1], and his grave here, or this set of exhibition photos. I think the historic merit, the quality, and the paucity of images of him excuses some things. I'm also not entirely sure the issues aren't just down to him being African-American: I could totally see "darker skin, so longer exposure so the facial details come out". There also appears to be no better options.
I've done some additional work, applying a little sharpening to the face.
