Do you mean that you can't see any use other than the article that the image is in (National Amusements)? This is an image that was duplicated, and the duplicate is being used. If you had bothered to click on the link on the image, or looked at the uploader's history, you would have seen that. Other than that, how many other images of movie theater lobbys do we have? Why is this image being proposed for deletion? This image will be deleted locally under ((ncd)), but that has nothing to do with the rationale for deletion. This is an award citation by National Association of Medical Examiners. Even though, the text of the letter may be free, I think, the logo of National Association of Medical Examiners is copyrighted. It was uploaded with the strange text "Common Image", but the uploader also released it under a "self" license, so I'll WP:AGF. This is a very nice image, but the small size makes it undesirable compared to the many images we have at Commons.
