I will claim that this use is a Fair use exemption. Out of curiosity, how did you come across it? I refer people to it in discussions on the Santa Claus page. The quote is correctly cited, limited in length to the idea discussed, used for research, unlikely to have any negative effect on sales of the work, and directly expresses a point of view frequently encountered in the discussions of Santa.
