Not sure how to classify this; a failed proposal perhaps for another approach to broken refs. But there was no interest in it, the templates were TfD and userfied, and without them it's a confusing mess with the examples broken and unlikely ever to be fixed. Could be marked as historical or a failed proposal but as it was never adopted or seriously considered probably deletion/userfication is best.
