Cemeteries as geographic entities should have articles if they meet the following criteria.

• They have "multiple independent articles".
• They contain 3 or more burials of people that have Wikipedia articles.
• Every National Cemetery currently has an uncontested article.

If they don't meet the criteria for an independent article, they should be merged into the articles on the towns that contains them.
