The file is from http://www.cyberport.hk/misc/cyberportmap/GIS_index.htm , where it says "Copyright © 2005 Hong Kong Cyberport Management Company Limited. All rights reserved." The uploader has uploaded this image (as well as its Chinese counterpart) several times to Commons previously, and claimed that he/she uploaded them on behalf of Cyberport, but never provided any concrete proof, even after being reminded several times. Taken from website [1], which appears to be another sort of wiki, but the image page there has no source information. Image page here purports to be "With permission from Carol Jordan, the author.", however rather than simply this assertion given by the image's uploader, would be best to have WP:OTRS confirmation of the image's licensing status, from the image's author and copyright holder themselves.
