• the provided license is obviously wrong, seeing as the photograph is 68 years old (author didn't die 70 years ago). • The Pan-Starrs website says that all its images are copyrighted to the Institute for Astronomy at the University of Hawai'i, and that special permission must be given for use other than personal/educational.
