If it's at all a fairly common form of reference (eg as "Nationalist China" is, or at least was), the neutrality issue wouldn't matter; if it's not really used, neutrality would in principle matter, but we wouldn't want or need the redirect anyway. Why should there be a redirect to the page? The article's actual title is also the title of the redirect. There is a choice: either merge the article with Pilot Flying J or delete the redirect.
