English: This session of the House of Representatives opened with Morning Speeches. Any Member may speak on the Floor on any topic for up to one minute. The House went on to consider a bill to exempt from securities law violations any charities using gift annuities. The bill would clarify that federal securities apply to capital market investments and not gift giving. The bill would stop a court case challenging use of the same gift annuity rate by different charities. The bill would not exempt charities from anti-fraud provisions of federal security laws.
