The flag might have been used by Afghan institutes or some ethnic parties in Pakistan, but these are not enough to specify it as an ethnic flag, as it needs recognition by Councils representing an ethnic group or an internationally recognized organization (Heated topic and no recognition.) Also, listing various dialects in language section is disruptive.
