The Southern Movement claims the declaration of independence dates from 21 May 1994 (https://web.archive.org/web/20180724154142/http://www.yca-sandwell.org.uk/history_7.htm), see Yemeni Civil War (1994) article. However, the Southern Movement (as it presently exists) is technically not the same entity as Democratic Republic of Yemen that actually made the declaration back in 1994, but claim that they are. This is precisely why they are to be used as a good example of what to exclude.

It in fact is addressing states that are not explicitly recognised by others, as they are newer states that one or more countries have not directly made statements about confirming their recognition.
