Aha! Thank you for the specifics on which do count. My logic was that, since it's just a city there's no way it could be a league of sufficient level to count as "national". Since there's no official 1-15 marked for it it's kind of a guess job. ...And yes, I figured the team wasn't notable because their division wasn't.
