"Email deliverability index" is not a concept covered in reliable sources. Notability is not established at all. While I could not check all the cited sources, it's likely they do not mention the concept at all (that seems to be the case for The Complete Guide to E-mail Marketing How to Create Successful, Spam-Free Campaigns to Reach Your Target Audience and Increase Sales), and probably the others too judging Google Books search.
