Steve Ellul, (born 23 October 1985), CFA, is a Maltese financial analyst and the current chief executive officer (CEO) of Project Green,[1] a newly set up agency administering €700 million in environmental projects.[2][3]
Ellul started his career in the financial sector after he completed a banking and finance honours degree at the University of Malta. He further specialised in corporate finance, through a masters in corporate finance in a renowned European University.[which?]
He also accomplished the CFA programme in Charlottesville, Virginia, US becoming one of the few chartered financial analysts in Malta.[4]
Since 2014 Ellul has been a visiting lecturer at the University of Malta where he lectures principles of finance[5] within the Faculty of Economics Management and Accountancy.[6]
Ellul is an asset manager by profession. He started his investment management career as an investment specialist for Malta’s largest institutional asset management firms,[7] Ellul specialised in asset valuations and portfolio management.
Ellul was involved in advisory and portfolio management captive insurance companies and mutual funds investing in the MENA region before moving into investment management for HNWI portfolios and institutional clients.
Here he was responsible for multi-asset portfolios involving both developed and EM securities. Steve Ellul eventually headed Malta’s largest UCITS Management Company and was responsible for more than a billion euro of assets. Steve led a team of professional portfolio managers who managed frontier and developed market mutual funds with assets ranging from equities, fixed income and non-investment grade financial assets.[8][9][10]
Ellul was an advisor focusing predominantly on the Maltese business community, its support during the pandemic and the fast recovery post-covid.
He was involved in the design and implementation of support schemes and financing packages that support local SMEs and large businesses in their transition towards leaner and greener business models.
His experience in the financial sector led him to become one of the current directors at the Malta Development Bank, which contributes towards sustainable economic development that benefits the Maltese people by promoting inclusive and environmentally sustainable economic growth and infrastructure development.
Ellul is a strong proponent of ESG. He was one of the first Maltese asset managers to introduce the ESG concept in investment decision making and today he is assisting a number of Maltese financial intermediaries and corporate entities as they invest in carbon footprint reduction projects.[11]
He also helped design the Malta ESG portal. An initiative which has attained voluntary ESG commitment by some of Malta s largest companies totalling €3 billion worth of assets.
Ellul is also a key proponent of the Green bond framework which enables Maltese companies to fund environmental and sustainable projects through the Malta Stock Exchange and is involved in public offerings of this nature.[12][13][14]
