C standard library
Nobody cares that COBOL, Fortran or PL/I have built-in syntax for I/O, and C doesn't. This is immaterial. Even built-in I/O syntax may need run-time support. Not all C programs use the standard lib.

C standard library
The standard C library is not known as libc. This is an implementation term used for various vendor-specific libraries that usually contain a lost of non-standard material.

Precision: the data being sent is unwritten (dirty) buffered data with the purpose of committing it. Accuracy: update streams also, conditionally well-defined behavior.
