Ah I misunderstood what it meant, but still the view that the Paleo-Balkan ancestor of Romanian was Proto-Albanian is a minority view, and is supported by those who have not done their own research on the matter. →Antiquity: ce. It is more correct to say that Proto-Albanian i.e. the ancestor of Albanian was a Paleo-Balkan language that had its formative core in the region after the IE migrations. Most linguists use "Albanian" though when talking about Albanian in an Antiquity/Pre-Roman context.
