Not a big fan of the organization of the article - the lead section is meant to serve as an overview, so having a separate Overview section doesn't make a lot of sense. One possible division would be History, Operations, and Recognition.
The only significant controversy mentioned is Somalia. The article would be more balanced with discussion of other controversies, such as Rwanda, or critiques of its general approach

I think the main remaining issue here is article structure - the organization remains a bit unclear for me.
