Comments on the Meteorological history[edit]

I've done a full copyedit of the areas where I thought needed work. Overall, the article should now be up to normal standards for a good article. However, since WPTC seems to have higher standards than the rest, I wont hold what follows against the article's GA status. All of these should be very easy to resolve as they can be found in the Preliminary Report as well as in discussions on the storm.
