Ullu is an over-the-top media streaming platform, founded by Vibhu Agarwal, Who is also the owner of Atrangii, which offers similar content like Ullu. Ullu is known for creating bold but B grade, Unethical and Soft-pornographic type of content with some B grade or Onlyfans models, And the same models are working again and again in every show. The content of this platform is all about sex and sleaze, where female models are used as a sexual object for the nude and intimate scenes in the web series. Ullu has been continuously criticized by the people and the government for their vulgar and obscene content.[3][4][5][6][7][8][9][10][11]
On 4 March 2024, NCPCR India had written a letter to the IT Ministry and requested to take action against Ullu, as they are showing explicit and pornographic content, and also presenting children and women as a sexual object in their web series.[5][4][6]
On 14 March 2024, MIB India has banned 18 OTT apps from Google play store and suspended their all 57 social media accounts including Facebook ID, Instagram ID, YouTube channel etc and closed 19 streaming websites for showing nudity, sexual obscene scenes and violating the overall IT Rules 2021, IT Act section 292, 293, section 67 A and Indecent representation of women (prohibition) act. The banned platform were MoodX, Prime Play, Hunters, Besharams, Rabbit movies, Voovi, Fugi, Mojflix, Chikooflix, Nuefliks, Xtramood, Neon X VIP, X Prime, Tri Flicks, Uncut Adda, Dreams Films, Hot Shots VIP, Yessma.[12][13][14]
Regulatory body tells OTT platform ULLU to take down ‘obscene’ content. The order comes after a complaint was filed with the DPCGC against ULLU, which stated that web series on the platform only had obscenity and nudity. The complainant said that such content flouted IT Rules 2021 and IT Act Section 67-A, which prevent publishing and transmitting obscene and sexually perverted materials.[2][15][16][3]
India has long been concerned about obscenity and has been asking streamers to check their content before putting it online.[17]
In Nov 2023, I&B ministry has released, Broadcasting Service (Regulation) Bill 2023, which will regulate OTT content with Programme Code and Content Evaluation Committee. Currently this Bill is open for public consultation, and expected to be passed in upcoming parliament session in July 2024.[18][19]
