Hi Asad,
An administrator can use rollback, just like any other editor with access to rollback, but rollback is only supposed to be used in cases of obvious vandalism. Those edits look to me like they're politically motivated and disruptive, but I wouldn't quite call them vandalism. I'm afraid somebody is going to have to undo them one by one.
