• "For historical reasons" is a stock phrase, and can refer to anything that is the way it is because of some known-but-no-longer-relevant reason or reasons. "For historical reason it is..." is ungrammatical; at the very least, it's a prepositional phrase that should be offset with a comma. "Historically, it is..." would be acceptable.
