Either an excerpt from a student essay or from a website, can't decide which, but it does seem rather promotional -- leaning towards promotional, since the article was created by User:Afterschool.edu (who also removed the prod after providing three external links in lieu of references). Ir's an original research essay about how afterschool activities are important, but it's not an encyclopedia article, nor do I think it can be one.
