This hoax was inherently web-based but it doesn't pass WP:WEBCRIT. Its only claim to notability is that a councilwoman misused it, which fails WP:1EVENT. There's not much really that the article says about it other than that: Wikipedia is not KnowYourMeme and isn't an indiscriminate collection of internet crazes. If one compares it with other hoaxes such as dihydrogen monoxide, one can see that the latter does meet the criteria for inclusion because it has received sustained coverage and had a wide-ranging impact, whereas the first was merely a prank which a councilwoman fell for.
