This looks to fall below the threshold of WP:GEOLAND and WP:GNG. A USGS listing calls it a locale (geography), which by definition fails WP:GEOLAND. Topographic maps either don't show it or show it in an italic font that is used to mark bridges and a race track on the same maps. County history doesn't mention it, and newspapers.com results are for mentions of "clip" or "mill", but nothing together. Not seeing notability here, it appears to be a generic old mill site.
