There is no "Flag of Earth". The proposals are not individually notable; they are sourced primarily to their own promoters. There are other proposals (one by Oskar Pernefeldt as part of a university thesis somehow got covered by the Washington Post) but none of them are credible efforts towards being generally accepted. - Delete Nominator is correct. These proposals are not individually notable, and their synthesis is just (perhaps unintentionally) gaming GNG by creating a situation in which more than one source exists on the conglomerated topic. - Delete Honestly I was surprised not to see much coverage for this topic as a whole in WP:BEFORE. Found an article from Smithsonian Magazine mostly focused on the Oskar Pernefeldt design, and a Wired article which actually does focus on the topic as a whole, but I don't think these are enough to justify keeping the article.
