Started off by completing a redlinked nomination for IP editor User:207.45.87.67. They offered no rationale, and had no other posts that would explain why the article should be deleted. After reading through the article, however, I decided to complete the nomination anyway, on my own behalf.

In this case, the article seems written as if it were an Essay or report for school. It's not about a specific treaty or agreement, but rather advocates the idea of such an agreement. At best, it's synthesis. The references define terms and supporting facts - and note that Wikipedia is one of those sources. But, in tone and content, it's not an appropriate article.
