Delete/redirect: I can see a few press mentions, mainly press releases or relating to the subject's attempted candidature (one of which I have added as a reference). The Independent People's Party (Ghana) itself seems of marginal notability at best, with a total of 679 votes in the 2012 parliamentary election and a deficit in substantial coverage, but it is a reasonable redirect target as the subject lacks WP:POLITICIAN or WP:BASIC notability in his own right.
