Keep - has scored 24 goals in the Syrian Premier League, which is listed at WP:FPL as being fully pro. On the letter of the law, he therefore meets NFOOTY. With the ongoing Syrian civil war, I think a discussion could be had about the ability to run a fully professional league in Syria at this moment – but that would need to happen at WT:FPL, and until then, he does meet NFOOTY.
