This subject passes neither WP:GNG nor WP:MUSICBIO. Notability within this BLP seems to be supported in part by allmusic.com, a source that is not reliable enough to base notability (see here). Otherwise, rather substantial coverage in the local Chad seems based heavily in publicity for an upcoming concert, and the Telegraph interview actually seems to cover a festival promoted by this subject, with most discussion about someone else entirely. A nomination for a biennial music award called "Musician of the Year" certainly does not on its own establish any notability. Though this might approach WP:BASIC requirements, I believe they fall short of demonstrating notability; the fact that this musician doesn't pass at all under WP:MUSICBIO, the most relevant BLP guideline, is particularly indicative of a musician's lack of notability.
